CITY CENTER FOR HUMAN RIGHTS EDUCATION
Lyceum- Northwestern University pursues linkages with government and private organizations that are of local, national and international purview for the purpose of participating in benefit programs for the students and the community folks.
With this, the university community outreach programs grow extensively which is a confirmation of the university’s guiding principle “ A university with social conscience”.
Vision: A center for human rights education where students, youth, stake holders, volunteer educators and community folks especially the vulnerable or less fortunate sectors in the city of Dagupan will gain knowledge, values, attitudes and skills on the respect and protection of their rights.
Mission: To provide Human Rights Education, Advocacy and Trainings to the students, youth, stake holders, volunteer educators and community folks to promote the respect and protection of human rights.
Goal: Increase awareness of the people in Dagupan City on their rights through human rights education, advocacy, trainings and rights based approach community development.

VISION:
The NFCHRE envisions a community where duty holders and rights claim holders are committed to promote, protect, respect and adhere to principles of Human Rights.
MISSION:
The NFCHRE commits to empower duty holders and rights claim holders through human rights education and human rights education and human rights-based approach to development and governance.
The established Centers for Human Rights Education
( CHREs )- is a partnership of CHR and Educational Institutions both public and private through the conduct of Trainings, Human Rights Education/ Awareness or Advocacy to students, employees as well as community folks. Pioneered in Region 1 with Atty. Anita M. Chauhan, CHR Region 1 Director as the Founder.
The said Centers for HRE have bonded into a new family as a moving force into effective institutions in Building a Culture of HR. They are like the Commission they advocate about accessibility for the fulfillment of our rights.

CENTERS
The centers undertake human rights training and information dissemination, research and extension.
Under the research component, the centers may conduct studies and surveys on human rights, monitor and document human rights violations, and produce human rights materials.
Under the training and information dissemination component, the centers may support the integration of human rights education into the school curriculums, organize symposiums and forums (e.g., rights-based approach forums), hold training activities (e.g,, trainors’ training, paralegal training), host radio program, and conduct theater and arts activities.
Under the extension service component, the centers may adopt a BHRAC and assist it in developing its activities, adopt a vulnerable sector to help address its human rights concerns, support the development of human-rights-friendly local governments, and organize “human rights caravan.”
The Centers are manned by Center Coordinators
Faculty members of Social Sciences, NSTP, Education act as volunteer Educators.
Students and youth also act as volunteer advocates for Human Rights.
HR activities are usually linked with the Research and Extension Program of the HEIs
For NSTP Classes , the instructors conduct HRE to NSTP Students and later these students are mobilized for HR Advocacy in the community .
In the year 2004, the Centers in Region 1 are Federated.
With the great accomplishment of these centers, The Philippine Association of Extension Program Implementers- PAEPI took initiative to have a special project on establishing Centers of Human Rights Education outside region 1.
